How often is the package index behind opam.ocaml.org updated? It seems to me that recent additions to the underlying GitHub repository are not found. For example, I submitted a parser for Garmin FIT files as fit package 6 days ago, and it is not found. Likewise other recent changes are missing.

It normally updates within 1-2 hours, but we are encountering some issues with the server and are on it.
In the meantime, you can use the git repository as default:
opam repository set-url default git+https://github.com/ocaml/opam-repository

To revert git repository setting it’s the same command:
opam repository set-url default https://opam.ocaml.org
