I have patched an opam package (conf-openblas) to work on OCaml for Windows. Should I send a PR to fdopen/opam-repository-mingw or better to ocaml/opam-repository? I think the latter gets merged to first one automatically, or am I wrong?

The main opam-repository is just fine for Windows fixes (and indeed, fixes for any other operating systems).
