Hello,

This will probably not be of interest to a lot of users, but i’d like to announce an initial release of kqueue-ml, thin ctypes binding for the [Kqueue](https://en.wikipedia.org/wiki/Kqueue) event notification interface.

**Caveats**  
So far this has only been tested on macOS and freebsd. At the moment the library only defines the filters and flags that are common to both macOS and freebsd.
